IRA-to-Gold Rollovers: The Once-Per-Year Rule
You generally get one IRA-to-IRA indirect rollover across your IRAs in a rolling 12-month period—not one per IRA or one per calendar year. Trustee-to-trustee transfers, employer-plan-to-IRA rollovers and traditional-to-Roth conversions are not counted under that restriction. The destination’s gold investment does not change the rule.9

Which Movement Counts?
| Transaction | Counted by the IRA once-per-year restriction? | Other rule still relevant |
|---|---|---|
| Traditional IRA payment to owner, then indirect IRA redeposit | Generally yes | Eligibility and general 60-day period |
| Roth IRA payment to owner, then indirect Roth IRA redeposit | Generally yes | Roth source and general 60-day period |
| Same-type IRA trustee transfer | No | Correct tax type, accepted assets and reporting |
| Employer plan/TSP payment rolled to IRA | No | Source eligibility, withholding and timing |
| IRA rolled to eligible employer plan | No | Plan acceptance and source eligibility |
| Traditional IRA converted to Roth | No | Taxable amount, basis and Roth withdrawal clocks |
The IRS rollover page explicitly lists these exceptions. “Unlimited” here means no limit under this particular restriction, not unlimited eligibility for every payment or no custodian administration limits.9
A Calendar-Year Reset Would Be Wrong
Assume an eligible IRA distribution is received on August 1, 2026 and validly rolled over on August 20. The relevant rolling period starts with the receipt of the distribution, not the redeposit date or January 1. A second owner-received IRA distribution in January 2027 is not automatically eligible for another indirect rollover merely because the calendar changed.9, 6
The 12-month anniversary of August 1, 2026 is August 1, 2027. Actual eligibility requires checking the full rule and transaction dates; do not use this illustration as a guarantee for an unidentified second payment. A trustee transfer can be a separate route if the institutions support it.
Aggregation Across Accounts Is the Central Trap
A person with an IRA at three trustees does not have three indirect-rollover allowances. A completed indirect movement from IRA A can restrict an indirect IRA B-to-C movement during the same rolling period. Changing the asset from securities to gold or opening a different trustee account does not create another personal allowance.9
Preserve a log across traditional and Roth IRAs that records source, destination, receipt date, completion date and movement type. Include transactions outside the metals provider’s own records; the dealer may not know the owner’s other distributions.
Two Tests: Frequency and Deadline
A deposit inside 60 days can still fail the frequency test. Conversely, a first indirect rollover can be timely eligible in frequency but miss the funding deadline. IRS 60-day relief concerns the timing problem; it does not automatically waive the separate once-per-year restriction.6, 9
Owner-received IRA or excluded movement?
Any prior counted rollover?
Receipt and valid redeposit evidence
The IRS explanation supplies the account-wide rule directly. Track your actual distribution history rather than relying on anecdotes about another person’s case.
Hypothetical Failed Second Rollover
Assume a second restricted IRA distribution of $40,000 is entirely taxable, no exception/relief applies, and the person is under 59½. At an invented constant 24% incremental income-tax rate, income tax is $9,600; additional 10% tax is $4,000, for $13,600 modeled federal tax.5, 11
That is not every taxpayer’s result. Basis or an additional-tax exception can change it. Depositing an ineligible amount into another IRA can also create a separate excess-contribution question; do not treat the second deposit as a valid contribution merely because the custodian accepted it.6
Trustee Transfer Is Not a “Direct IRA Rollover” Form Code
For a same-type traditional IRA transfer with no payment to the owner, the general reporting rules do not treat it as a rollover contribution on Form 5498 or a distribution on Form 1099-R. Annual valuation reporting can still apply. A plan direct rollover and a Roth conversion have different reporting.10
See the adding gold to an existing IRA guide for asset acceptance, and the active 401(k) guide for source-plan eligibility rather than importing IRA restrictions into the employer plan.
Before Authorizing Another Movement
Request the old and new trustees’ classification; review the prior twelve months’ personal IRA log; match tax types; check RMD exclusions; and obtain receiving-account instructions. For an owner payment already issued, preserve its receipt date and contact qualified help promptly. Do not claim that a named dealer’s paperwork eliminates all tax risk.
Identify the Transaction Before Filling In Forms
The IRS distinguishes an IRA trustee-to-trustee transfer from an employer-plan direct rollover and from a distribution paid to you. These are not interchangeable names for the same paperwork. Buying gold is a later investment instruction, not itself the rollover.9
| Source and delivery | Receiving account | Deadline, withholding and frequency distinction |
|---|---|---|
| Traditional IRA trustee pays another traditional IRA trustee | Same-type IRA | No participant 60-day rollover clock; IRA one-per-year restriction does not apply |
| Eligible pre-tax employer-plan distribution paid directly to the IRA trustee | Traditional IRA | A reportable direct rollover; participant-payment 20% withholding generally avoided |
| Eligible employer-plan distribution paid to you | Eligible receiving IRA | Generally 60 days; taxable eligible payment generally has mandatory 20% withholding; not subject to the IRA-to-IRA one-per-year rule |
| IRA distribution paid to you and redeposited | Eligible same-type IRA | Generally 60 days; IRA withholding generally defaults to 10%, usually changeable or waivable; one indirect IRA-to-IRA rollover across your IRAs per rolling 12 months |
| Pre-tax balance moves into Roth | Roth IRA | Taxable conversion of the pre-tax portion; using a direct method does not make conversion tax disappear |
The table summarizes IRS rollover guidance and the April 2026 TSP tax booklet for withholding distinctions. RMDs, hardship distributions and certain periodic payments are not eligible rollover distributions. A deadline waiver cannot make an otherwise ineligible distribution eligible.9, 44
For a broader explanation covering different starting accounts, use the Gold IRA rollover guide. For the receiving institution, confirm the legal account title, trustee, account number and acceptable payment instructions before the sending institution releases funds. A check can sometimes be delivered through you while still being payable to the receiving trustee; payee and instructions matter more than the envelope’s address.9
Keep gross distribution, withholding and deposited amount as separate records. Withholding is a tax prepayment, not a provider charge or a final tax assessment. Do not assume it will all be refunded: the return reconciles it with your full-year tax liability.9, 44
If the 60-Day Deadline Is at Risk or Has Passed
For an indirect rollover, the general deadline concerns depositing an eligible distribution into the receiving retirement account. It is not a deadline to choose coins, complete a purchase, settle a metal trade and vault the bullion. Keep the receiving custodian’s dated receipt evidence separate from the later investment records.6, 9
IRS guidance describes automatic-waiver conditions, a request for an IRS waiver and eligible self-certification for specified reasons. Self-certification is not an IRS determination that the rollover qualifies; the receiving institution and IRS may examine the facts. Do not label every late payment automatically and irreversibly taxable, but do not assume a waiver will be granted either.6, 9
Build a chronology from the original distribution receipt date, attempted deposit, institution correspondence and reason for delay. Contact the receiving custodian and a qualified tax professional promptly. A missed deadline, an ineligible distribution and a second restricted IRA-to-IRA indirect rollover are different problems; curing timing alone does not cure the others.6, 9
If a rollover fails, taxable income depends on the amount not validly rolled over and its taxable character. An additional early-distribution tax depends on age and applicable exceptions, not merely on the word “gold.” Our 60-day rule guide separates timing relief from the other eligibility tests.
Save Records for Reporting, Not Just for Tracking the Shipment
An employer-plan direct rollover is still a distribution from the source plan and can generate Form 1099-R even when its taxable amount is zero. The receiving IRA’s Form 5498 can report a rollover contribution. A same-type traditional IRA trustee-to-trustee transfer, with no payment to the owner, generally is not reported as a distribution on Form 1099-R and is not a transfer contribution reported on Form 5498. Annual fair-market-value and RMD-related Form 5498 reporting can still apply.10
Roth conversions, designated Roth plan rollovers and special SIMPLE IRA rules need their own treatment; do not copy one distribution code onto every transaction. Compare the forms with the actual source, destination and taxable basis. Form instructions for 2026 are the authority for that year’s reporting layout.10
Retain the sending statement, payment confirmation, receiving-account receipt, rollover/transfer designation, and any withholding statement. Add Form 8606 history where after-tax IRA basis matters. If the institution’s records do not match the movement you authorized, request an explanation or correction before filing rather than treating a provider’s “tax-free” label as sufficient evidence.
Separate Account Charges From the Metal Quote
The dealer supplies a product quote, the custodian administers the IRA, and the depository holds metal under its agreement. The SEC’s self-directed IRA warning explains that custodians generally do not evaluate an investment’s quality or legitimacy. A custodian accepting a purchase is not an endorsement of its price or suitability.40
Ask for one written worksheet covering setup, custody, selected storage, wires, transactions, sale, transfer, distribution and closure. Specify whether fees are paid from IRA cash or separately, when recurring billing starts, and whether a waiver expires. An undisclosed amount is unknown, not zero. Compare the same product and quantity, with a purchase quote and a same-time executable dealer bid; the bid is not assumed to equal spot.
Our fee definitions and cost arithmetic explain billing and denominators; the dated provider fee comparison distinguishes published schedules, examples and conflicting disclosures. Neither the IRS rollover rules nor a tax-free movement guarantees a cost-free account.
For illustration only, a hypothetical $50 setup, $30 initial wire and $235 annual custody-plus-storage charge total $315 in the first full year and $1,255 over five full years if the schedule stays unchanged. That excludes product-price differences, extra activity, exit charges, taxes and returns. It is not an industry average or any provider’s all-in quote. If the purchase costs $52,500 and the same-day bid is $49,000, the separate $3,500 purchase-to-bid gap is 6.67% of the purchase price, not 7%; the denominator matters.
A useful next step is to obtain the itemized account schedule and exact-product bid before signing an irreversible order. The CFTC/FINRA advisory identifies inflated pricing and pressure tactics as precious-metals red flags; a deadline created by a salesperson is not an IRS deadline.39
Frequently Asked Questions
Does each IRA get one indirect rollover per year?
No. The restriction generally aggregates the person’s IRAs, so additional accounts do not create additional counted-rollover allowances.IRS retirement-plan and IRA rollover rules
Does January 1 restart the allowance?
No. It is a rolling twelve-month rule tied to the relevant distribution receipt, not a calendar-year cap.IRS retirement-plan and IRA rollover rules, IRS Publication 590-A (2025)
Does a 60-day waiver cure a second restricted indirect rollover?
Not automatically. Deadline relief and the separate frequency restriction are different eligibility issues.IRS Publication 590-A (2025), IRS retirement-plan and IRA rollover rules
