The 60-Day Rollover Rule: Deposit Deadline and Relief
The general 60-day indirect-rollover rule concerns depositing an eligible distribution into a permitted receiving retirement account. It does not require buying, settling and vaulting gold within the same period. Missing the deadline can have conditional relief, but a timely deposit or waiver does not cure every other eligibility problem.6, 9

Identify the Source and Receipt Before Counting
| Record | Why it matters | Incorrect replacement |
|---|---|---|
| Source distribution notice | Establishes eligible amount/tax type | Dealer’s “rollover approved” message |
| Actual receipt date | Starts the general personal redeposit clock | Date the account was opened |
| Gross/withheld/net amounts | Determines amount needed for full completion | Net check alone |
| Receiving IRA receipt | Establishes actual accepted deposit | Signed product order |
| Funding classification | Separates rollover, contribution and conversion | Generic account balance increase |
| Delay evidence if needed | Supports a specific relief claim | Assumption every late payment qualifies |
IRA indirect rollovers also have the separate once-per-year rule. Employer-plan-to-IRA rollovers are excluded from that IRA frequency restriction but still require eligible payment and correct treatment.9
Example: October Receipt and November Deadline
For a hypothetical eligible distribution received October 1, 2026, adding 60 calendar days gives November 30, 2026 as the general date in this simplified illustration. Actual special rules or deadline relief require their own analysis. Use the institution’s dated receipt and qualified advice, not a guessed business-day count.6, 9
If cash is accepted into the IRA on October 20 and metal is bought October 27, those are distinct events. If a product order is signed October 20 but no eligible money is deposited, the order does not prove completion.
No lending, bridge borrowing or market-timing recommendation follows from the clock. An operational deadline should not be used as an excuse to skip product pricing or source eligibility.
Three Relief Routes Must Not Be Blended
| Route described by IRS | What to establish | Limitation |
|---|---|---|
| Automatic waiver | Exact financial-institution error and qualifying conditions | Not every slow request or missing signature qualifies |
| Eligible self-certification | Listed reason and timely correction conditions | Not an IRS determination approving the rollover |
| IRS waiver request | Actual facts, submission requirements and applicable process | Approval and fees/processing cannot be promised |
Publication 590-A and the IRS rollover page describe these routes. Collect the chronology and correspondence before selecting the route; a successful custodian deposit under a certification does not prevent later examination.6, 9
What Self-Certification Is—and Is Not
IRS guidance permits certification for specified reasons, including categories involving institution error, postal error, serious illness or death in the family, subject to the actual conditions. A convenient change of mind or desire to use funds as a temporary loan should not be represented as a guaranteed qualifying reason.6
Ask the receiving trustee which documentation and certification it can accept, and retain the reason’s evidence. The IRS may later determine the requirements were not met. The certification does not waive the IRA frequency restriction or make an RMD/hardship payment eligible.6, 9
Withholding Example: Deadline Applies to the Gross Rollover
Assume $100,000 eligible fully pre-tax plan money paid to you. General 20% withholding is $20,000, leaving $80,000. To validly roll the full $100,000, the receiving amount must cover the gross amount within the applicable rules; a deposit of only the $80,000 net generally leaves $20,000 unrolled.9
At an invented constant 24% incremental rate, the unrolled $20,000 produces $4,800 income tax. If the 10% additional tax applies, it adds $2,000. Basis, exceptions and relief can change this $6,800 illustration, and withholding is a tax credit rather than an extra $20,000 permanent loss.11, 9
For IRA payments, the general adjustable/waivable 10% default is not the plan’s mandatory 20% rule. Source classification should come before the cash calculation.44
Direct Payment Avoids This Clock, Not Every Other Deadline
A properly directed eligible plan rollover or same-type IRA trustee transfer avoids the participant’s 60-day redeposit route. It still requires eligible amounts, correct account types and institutional instructions. RMDs remain excluded; tax on a pre-tax-to-Roth conversion is not eliminated by processing directly.9

Immediate Document Packet When Time Is Short
Gather the original payment notice, source statement, check/wire evidence, actual receipt date, receiving-account agreement, deposit record, withheld amount and correspondence about the delay. Do not wait for bullion delivery to ask whether funds were deposited correctly.
The 401(k) penalty guide addresses plan-source exceptions; the indirect mistake checklist separates property, tax-type and frequency failures. This page explains the deadline and relief question, not a universal investment recommendation.
Identify the Transaction Before Filling In Forms
The IRS distinguishes an IRA trustee-to-trustee transfer from an employer-plan direct rollover and from a distribution paid to you. These are not interchangeable names for the same paperwork. Buying gold is a later investment instruction, not itself the rollover.9
| Source and delivery | Receiving account | Deadline, withholding and frequency distinction |
|---|---|---|
| Traditional IRA trustee pays another traditional IRA trustee | Same-type IRA | No participant 60-day rollover clock; IRA one-per-year restriction does not apply |
| Eligible pre-tax employer-plan distribution paid directly to the IRA trustee | Traditional IRA | A reportable direct rollover; participant-payment 20% withholding generally avoided |
| Eligible employer-plan distribution paid to you | Eligible receiving IRA | Generally 60 days; taxable eligible payment generally has mandatory 20% withholding; not subject to the IRA-to-IRA one-per-year rule |
| IRA distribution paid to you and redeposited | Eligible same-type IRA | Generally 60 days; IRA withholding generally defaults to 10%, usually changeable or waivable; one indirect IRA-to-IRA rollover across your IRAs per rolling 12 months |
| Pre-tax balance moves into Roth | Roth IRA | Taxable conversion of the pre-tax portion; using a direct method does not make conversion tax disappear |
The table summarizes IRS rollover guidance and the April 2026 TSP tax booklet for withholding distinctions. RMDs, hardship distributions and certain periodic payments are not eligible rollover distributions. A deadline waiver cannot make an otherwise ineligible distribution eligible.9, 44
For a broader explanation covering different starting accounts, use the Gold IRA rollover guide. For the receiving institution, confirm the legal account title, trustee, account number and acceptable payment instructions before the sending institution releases funds. A check can sometimes be delivered through you while still being payable to the receiving trustee; payee and instructions matter more than the envelope’s address.9
Keep gross distribution, withholding and deposited amount as separate records. Withholding is a tax prepayment, not a provider charge or a final tax assessment. Do not assume it will all be refunded: the return reconciles it with your full-year tax liability.9, 44
If the 60-Day Deadline Is at Risk or Has Passed
For an indirect rollover, the general deadline concerns depositing an eligible distribution into the receiving retirement account. It is not a deadline to choose coins, complete a purchase, settle a metal trade and vault the bullion. Keep the receiving custodian’s dated receipt evidence separate from the later investment records.6, 9
IRS guidance describes automatic-waiver conditions, a request for an IRS waiver and eligible self-certification for specified reasons. Self-certification is not an IRS determination that the rollover qualifies; the receiving institution and IRS may examine the facts. Do not label every late payment automatically and irreversibly taxable, but do not assume a waiver will be granted either.6, 9
Build a chronology from the original distribution receipt date, attempted deposit, institution correspondence and reason for delay. Contact the receiving custodian and a qualified tax professional promptly. A missed deadline, an ineligible distribution and a second restricted IRA-to-IRA indirect rollover are different problems; curing timing alone does not cure the others.6, 9
If a rollover fails, taxable income depends on the amount not validly rolled over and its taxable character. An additional early-distribution tax depends on age and applicable exceptions, not merely on the word “gold.” Our 60-day rule guide separates timing relief from the other eligibility tests.
Save Records for Reporting, Not Just for Tracking the Shipment
An employer-plan direct rollover is still a distribution from the source plan and can generate Form 1099-R even when its taxable amount is zero. The receiving IRA’s Form 5498 can report a rollover contribution. A same-type traditional IRA trustee-to-trustee transfer, with no payment to the owner, generally is not reported as a distribution on Form 1099-R and is not a transfer contribution reported on Form 5498. Annual fair-market-value and RMD-related Form 5498 reporting can still apply.10
Roth conversions, designated Roth plan rollovers and special SIMPLE IRA rules need their own treatment; do not copy one distribution code onto every transaction. Compare the forms with the actual source, destination and taxable basis. Form instructions for 2026 are the authority for that year’s reporting layout.10
Retain the sending statement, payment confirmation, receiving-account receipt, rollover/transfer designation, and any withholding statement. Add Form 8606 history where after-tax IRA basis matters. If the institution’s records do not match the movement you authorized, request an explanation or correction before filing rather than treating a provider’s “tax-free” label as sufficient evidence.
Separate Account Charges From the Metal Quote
The dealer supplies a product quote, the custodian administers the IRA, and the depository holds metal under its agreement. The SEC’s self-directed IRA warning explains that custodians generally do not evaluate an investment’s quality or legitimacy. A custodian accepting a purchase is not an endorsement of its price or suitability.40
Ask for one written worksheet covering setup, custody, selected storage, wires, transactions, sale, transfer, distribution and closure. Specify whether fees are paid from IRA cash or separately, when recurring billing starts, and whether a waiver expires. An undisclosed amount is unknown, not zero. Compare the same product and quantity, with a purchase quote and a same-time executable dealer bid; the bid is not assumed to equal spot.
Our fee definitions and cost arithmetic explain billing and denominators; the dated provider fee comparison distinguishes published schedules, examples and conflicting disclosures. Neither the IRS rollover rules nor a tax-free movement guarantees a cost-free account.
For illustration only, a hypothetical $50 setup, $30 initial wire and $235 annual custody-plus-storage charge total $315 in the first full year and $1,255 over five full years if the schedule stays unchanged. That excludes product-price differences, extra activity, exit charges, taxes and returns. It is not an industry average or any provider’s all-in quote. If the purchase costs $52,500 and the same-day bid is $49,000, the separate $3,500 purchase-to-bid gap is 6.67% of the purchase price, not 7%; the denominator matters.
A useful next step is to obtain the itemized account schedule and exact-product bid before signing an irreversible order. The CFTC/FINRA advisory identifies inflated pricing and pressure tactics as precious-metals red flags; a deadline created by a salesperson is not an IRS deadline.39
