Gold IRA Rollover Tax: Source, Destination and Basis

What you owe depends first on the source account, destination tax type and amount validly moved—not on gold’s asset label. Eligible pre-tax money properly rolled to traditional generally preserves deferral; pre-tax money converted to Roth is generally income. Withholding is a credit toward tax, not the final bill.9, 5

Match Each Source to the Right Withholding Rule

Source paymentFederal withholding distinctionFollow-up
Eligible employer-plan payment made directly to receiving IRAGenerally avoids participant-payment 20% withholdingConfirm permitted tax destination and eligible amount
Eligible taxable plan payment made to youGeneral mandatory 20% withholdingGross rollover requires replacing withheld amount within deadline
IRA payment made to ownerGenerally defaults to 10%, usually waivable/changeableConfirm election and indirect IRA frequency eligibility
Same-type IRA trustee transferNo participant-payment withholding routePreserve transfer classification and receipt
Periodic/non-rollover-eligible paymentSeparate withholding rulesDo not copy the eligible-plan 20% table

The IRS rollover guidance and TSP booklet separate these routes. “Old custodian withholds 20%” is not a correct blanket statement for both employer plans and IRAs.9, 44

Hypothetical $250,000 Plan Distribution

Assume a fully pre-tax, eligible plan payment, no basis or excluded amount, and a traditional IRA destination.

CompletionFederal withholdingAmount validly rolledAmount generally left taxable
Full direct rollover$0 participant-payment withholding$250,000$0
Payment to owner, gross amount replaced and validly deposited$50,000$250,000$0
Payment to owner, only $200,000 net deposited$50,000$200,000$50,000

At an invented fixed 24% incremental federal income-tax rate, the last row gives $12,000 income tax on the unrolled $50,000. If a 10% early-distribution tax also applies, that adds $5,000, for $17,000 under the assumptions. The $50,000 withholding is a credit to reconcile, not another permanent cost to add.9, 11

Do not promise it is all refunded: other tax on the return can absorb withholding. A plan exception, basis, state tax or valid deadline relief changes the calculation.

Hypothetical IRA Distribution Uses a Different Election

For a fictional eligible $50,000 IRA indirect payment with a 10% default, $5,000 would be withheld and $45,000 paid. If withholding is validly waived, the gross cash received can differ. The IRA-to-IRA once-per-year limit still must be checked; waiving withholding does not waive the limit or deadline.9, 44

Do not borrow solely to fill a modeled gap on the assumption a refund is guaranteed. Obtain receiving-account acceptance and the source withholding election before a personal payment occurs.

Conversions Need Basis, Not a Gold Return Forecast

Assume a simple example in which the applicable aggregated traditional-IRA calculation has $100,000 total value, $10,000 basis and a $20,000 distribution/conversion, with the calculation’s denominator remaining $100,000 after the required year-end/distribution adjustments. The illustrative nontaxable share is 10%, or $2,000, and the taxable share is $18,000.5

That is a simplified Form 8606 framework illustration, not permission to move all basis from one account. Actual year-end values, conversions, other distributions and transfers into plans can affect the denominator. Get the full basis history and tax calculation before selecting a dollar amount.

Charges, Income Tax and Additional Tax Should Not Share One “Cost” Row

A setup fee is a commercial charge. Withholding is a tax prepayment. Taxable income is a tax base. The 10% early-distribution tax, RMD shortfall tax and excess-contribution excise tax have different triggers. Mixing them into a “30% rollover penalty” is not a usable bill.

Other Source-Specific Questions

Employer stock, plan loans, designated Roth money and traditional tax-exempt military TSP contributions can require distinct records. Do not recommend liquidating employer stock without reviewing whether special tax treatment is involved; this guide does not calculate net-unrealized-appreciation treatment. A custodian’s metals-acceptance form cannot decide those source issues.

A state can have its own income or additional-tax rules and basis differences. The California guide addresses its specific FTB disclosures; an invented 5% state rate in a model is not a state-law finding.

Tax-Filing Packet

Keep source and receiving statements, gross payment, withheld amount, receipt dates, basis/Roth records, rollover designation and Forms 1099-R/5498. Add a relief chronology if the deadline was missed. Ask for corrections where the reported account type or amount does not match the authorized transaction.10

For future withdrawals rather than the rollover transaction, see the tax rules guide. A growth projection is not needed to determine whether the actual transaction produces income today.

Identify the Transaction Before Filling In Forms

The IRS distinguishes an IRA trustee-to-trustee transfer from an employer-plan direct rollover and from a distribution paid to you. These are not interchangeable names for the same paperwork. Buying gold is a later investment instruction, not itself the rollover.9

Source and deliveryReceiving accountDeadline, withholding and frequency distinction
Traditional IRA trustee pays another traditional IRA trusteeSame-type IRANo participant 60-day rollover clock; IRA one-per-year restriction does not apply
Eligible pre-tax employer-plan distribution paid directly to the IRA trusteeTraditional IRAA reportable direct rollover; participant-payment 20% withholding generally avoided
Eligible employer-plan distribution paid to youEligible receiving IRAGenerally 60 days; taxable eligible payment generally has mandatory 20% withholding; not subject to the IRA-to-IRA one-per-year rule
IRA distribution paid to you and redepositedEligible same-type IRAGenerally 60 days; IRA withholding generally defaults to 10%, usually changeable or waivable; one indirect IRA-to-IRA rollover across your IRAs per rolling 12 months
Pre-tax balance moves into RothRoth IRATaxable conversion of the pre-tax portion; using a direct method does not make conversion tax disappear

The table summarizes IRS rollover guidance and the April 2026 TSP tax booklet for withholding distinctions. RMDs, hardship distributions and certain periodic payments are not eligible rollover distributions. A deadline waiver cannot make an otherwise ineligible distribution eligible.9, 44

For a broader explanation covering different starting accounts, use the Gold IRA rollover guide. For the receiving institution, confirm the legal account title, trustee, account number and acceptable payment instructions before the sending institution releases funds. A check can sometimes be delivered through you while still being payable to the receiving trustee; payee and instructions matter more than the envelope’s address.9

Keep gross distribution, withholding and deposited amount as separate records. Withholding is a tax prepayment, not a provider charge or a final tax assessment. Do not assume it will all be refunded: the return reconciles it with your full-year tax liability.9, 44

What the Tax Wrapper Changes—and What It Does Not

Gold is the investment; traditional or Roth describes the IRA’s tax treatment. A sale inside a compliant IRA is different from taking money or metal out of it. Traditional IRA distributions generally produce ordinary income to the extent taxable. Nondeductible contributions and eligible after-tax rollover amounts can establish basis, so not every traditional-IRA dollar is automatically taxable. Form 8606 generally determines the taxable share across the relevant aggregated traditional IRAs, not just the account holding gold.5

A qualified Roth IRA distribution requires the five-tax-year rule and a qualifying condition, such as reaching age 59½. A nonqualified withdrawal is not automatically fully taxable: ordering rules generally put regular contributions first, conversions/rollovers next, and earnings last. Separate conversion five-year additional-tax rules may matter even when the amount withdrawn is not included again in income.5

The maximum 28% long-term collectibles capital-gains rate concerns personally held collectibles, not a special tax cap on traditional IRA gold distributions. It is a maximum, not a flat rate owed on every physical-gold sale. Short-term gains and a person’s other tax facts can change the result.30

Before a conversion or distribution, retain the basis history, Roth opening-year evidence and applicable tax forms. A metal quote, account balance and sales representative’s assurance cannot establish those tax attributes. Our tax rules guide explains the withdrawal calculation separately from account costs.

If the 60-Day Deadline Is at Risk or Has Passed

For an indirect rollover, the general deadline concerns depositing an eligible distribution into the receiving retirement account. It is not a deadline to choose coins, complete a purchase, settle a metal trade and vault the bullion. Keep the receiving custodian’s dated receipt evidence separate from the later investment records.6, 9

IRS guidance describes automatic-waiver conditions, a request for an IRS waiver and eligible self-certification for specified reasons. Self-certification is not an IRS determination that the rollover qualifies; the receiving institution and IRS may examine the facts. Do not label every late payment automatically and irreversibly taxable, but do not assume a waiver will be granted either.6, 9

Build a chronology from the original distribution receipt date, attempted deposit, institution correspondence and reason for delay. Contact the receiving custodian and a qualified tax professional promptly. A missed deadline, an ineligible distribution and a second restricted IRA-to-IRA indirect rollover are different problems; curing timing alone does not cure the others.6, 9

If a rollover fails, taxable income depends on the amount not validly rolled over and its taxable character. An additional early-distribution tax depends on age and applicable exceptions, not merely on the word “gold.” Our 60-day rule guide separates timing relief from the other eligibility tests.

Save Records for Reporting, Not Just for Tracking the Shipment

An employer-plan direct rollover is still a distribution from the source plan and can generate Form 1099-R even when its taxable amount is zero. The receiving IRA’s Form 5498 can report a rollover contribution. A same-type traditional IRA trustee-to-trustee transfer, with no payment to the owner, generally is not reported as a distribution on Form 1099-R and is not a transfer contribution reported on Form 5498. Annual fair-market-value and RMD-related Form 5498 reporting can still apply.10

Roth conversions, designated Roth plan rollovers and special SIMPLE IRA rules need their own treatment; do not copy one distribution code onto every transaction. Compare the forms with the actual source, destination and taxable basis. Form instructions for 2026 are the authority for that year’s reporting layout.10

Retain the sending statement, payment confirmation, receiving-account receipt, rollover/transfer designation, and any withholding statement. Add Form 8606 history where after-tax IRA basis matters. If the institution’s records do not match the movement you authorized, request an explanation or correction before filing rather than treating a provider’s “tax-free” label as sufficient evidence.

Separate Account Charges From the Metal Quote

The dealer supplies a product quote, the custodian administers the IRA, and the depository holds metal under its agreement. The SEC’s self-directed IRA warning explains that custodians generally do not evaluate an investment’s quality or legitimacy. A custodian accepting a purchase is not an endorsement of its price or suitability.40

Ask for one written worksheet covering setup, custody, selected storage, wires, transactions, sale, transfer, distribution and closure. Specify whether fees are paid from IRA cash or separately, when recurring billing starts, and whether a waiver expires. An undisclosed amount is unknown, not zero. Compare the same product and quantity, with a purchase quote and a same-time executable dealer bid; the bid is not assumed to equal spot.

Our fee definitions and cost arithmetic explain billing and denominators; the dated provider fee comparison distinguishes published schedules, examples and conflicting disclosures. Neither the IRS rollover rules nor a tax-free movement guarantees a cost-free account.

For illustration only, a hypothetical $50 setup, $30 initial wire and $235 annual custody-plus-storage charge total $315 in the first full year and $1,255 over five full years if the schedule stays unchanged. That excludes product-price differences, extra activity, exit charges, taxes and returns. It is not an industry average or any provider’s all-in quote. If the purchase costs $52,500 and the same-day bid is $49,000, the separate $3,500 purchase-to-bid gap is 6.67% of the purchase price, not 7%; the denominator matters.

A useful next step is to obtain the itemized account schedule and exact-product bid before signing an irreversible order. The CFTC/FINRA advisory identifies inflated pricing and pressure tactics as precious-metals red flags; a deadline created by a salesperson is not an IRS deadline.39
